This seems to be an armband of LOS INGOBERNABLES. It seems to be something that you wrap around your arm, but it is long enough that you could also wear it around your waist! Strangely enough, when you overlap the ends, they fit perfectly together. I think it would make a big impact if you wear it over coveralls or overalls.
