This is a so-called 19 Seiko, a railroad watch.
It was used by train conductors and drivers.
It has been meticulously maintained to achieve a high accuracy of less than 2 seconds per day as measured by a timegrapher.
(Please note that this is for reference only as it can be affected by external factors such as temperature and position differences.)
The swing angle is also over 300 degrees, indicating that it is running very well.
There is some rust on the case, but there are no noticeable scratches or dirt on the dial or crystal.
The blue hands are particularly beautiful.
