Vintage Rams Head Belt Buckle Excellent Condition

I bought this in an antique shop a few years back, and I’m deciding to sell it. It’s a beautiful belt buckle, the only one I’ve ever seen like it. I’m not sure the material porcelain or stone. I’m especially not sure of the surrounding white part, it looks natural.
